I've seen this many times. It's not uncommon when a contractor puts up a "McNeighborhood" of starting with something like 30 or more houses they do one like this as a demo house with the garage set up as the the office for selling houses. This demo isn't intended to be sold for several years, if ever. It will stay an office until the neighborhood I'd completed, maybe 100s of houses.
I currently own such a house. It was sold with the office still intact and a new driveway poured. 3 months later, it burned down. Except for the garage. It seems, Fire Walls work both ways.
My in-laws lived across the street and convince me to buy and flip it. Little did I know my conniving Mother-in-law had plans for us to move into it.
Still I got a nice garage. I lived there till the house was rebuilt.

it's just amazing how many people actually refer to a water heater as a "hot water" heater.
