Good breakdown of the departments affected by the government shutdown. It would be amazing if Trump follows through on his threat to use this to PERMANENTLY SHRINK some of the 'non-essential' departments. Not sure I believe they will follow through, at least enough, but it would be amazing.

Government Shutdown: Where 750,000 Federal Furloughs Hit The Hardest

The U.S. government partially shut down at midnight for the first time since 2019 after the Senate rejected a stopgap funding package. In equity markets, U.S. stocks have largely shrugged off the economic and political risks, with JPMorgan noting a high probability that the shutdown could last around 11 to 15 days. The release of the NFP report on Friday and other economic data will likely be delayed.
On the federal jobs front, the Congressional Budget Office estimates that 750,000 employees could be furloughed. Agencies have activated contingency plans that will begin sidelining these workers today, resulting in the suspension of a wide range of services.
Dubbed the "Schumer Shutdown," the effects of a shutdown on the economy will entirely depend on duration. As far as duration, JPMorgan's chair of global research, Amy Ho, told clients there is "a 70% probability of a potential government shutdown lasting around 11-15 days."

Here's a quick snapshot of what's closed, partially closed, and fully open within the federal government.
Bloomberg notes that roughly one-third of federal employees will be furloughed during the shutdown, which is lower than in previous shutdowns, when about 40% of workers were sent home. This brings us to the complete agency-by-agency furlough impact list:
Homeland Security
DHS will furlough nearly 23,000 employees — more than it anticipated last week under a narrowed definition of essential staff. Border, aviation and immigration enforcement will continue, with most Customs and Border Protection, Transportation Security Administration, Immigration and Customs Enforcement and Secret Service staff on duty. Disaster relief and fee-funded immigration services will also continue, while research, training and administrative offices largely shut down.
Defense Department
All active-duty troops keep working, though pay could be delayed. More than 400,000 civilian staff will remain to support combat missions, intelligence, nuclear deterrence and health care. Administrative and training functions will be curtailed, but contracting activities can continue under the Civil War-era Feed and Forage Act. Burials at Arlington National Cemetery go on.
State Department
More than a third of the State Department's 27,000 employees remain on the job. All embassies and consulates will stay open, with passport and visa services funded by fees. Other activities — including new grants, travel, public events and most policy work — would stop. Social media updates will be limited to urgent safety messages.
Transportation
Air traffic control and safety functions will continue and air travel should be unaffected — at least at first. That could change if federal workers start to miss paychecks — previous shutdowns saw higher rates of sick days for air traffic controllers and Transportation Safety Administration agents. Infrastructure grants, research and administrative programs pause.
Social Security
Monthly payments — including retirement, disability and supplemental security income benefits — will continue during a shutdown, funded by permanent appropriations. Applications, appeals, address changes, death reports and direct deposit updates will continue. But non-critical services — including benefit verifications, third-party queries and routine earnings record corrections — will be paused.
Veterans Affairs
About 97% of VA's staff continue working under long-term funding already approved by Congress. Hospitals, suicide prevention programs and the crisis line remain open, as do pension and disability claims. Roughly 15,000 workers in research and administrative roles are slated to be furloughed.
Justice Department
As the nation's chief law enforcement agency, roughly 90% of the Justice Department's 115,000 employees keep working. Criminal prosecutions and investigations continue, but civil litigation will be postponed where possible. The Federal Bureau of Investigation and Bureau of Prisons are largely unaffected, while the Drug Enforcement Administration and Bureau of Alcohol, Tobacco, Firearms and Explosives furloughs more than 2,000 staff.
Internal Revenue Service
The Biden-era Inflation Reduction Act funds the tax collection agency through 2031. Tax collection, enforcement and customer service continue uninterrupted.
Commerce Department
Trump's trade agenda is shielded. Commerce will keep tariff investigations moving under national security exception, a shift from earlier plans that limited work to unexpired funds. Investigations into semiconductors, minerals, aircraft and renewable energy equipment will continue. The Census Bureau will halt all data collection, as will the Bureau of Economic Analysis for reports on gross domestic product, consumer spending, inflation and trade flows. The National Weather Service will continue forecasts and warnings, while most of the National Oceanic and Atmospheric Administration's ships and aircraft return to base and labs shut down.
Labor Department
The Bureau of Labor Statistics will also shut down, delaying the jobs report due Friday and other key indicators. That leaves the Federal Reserve and investors without official benchmarks as they weigh possible rate cuts. Workplace safety inspections continue.
Health and Human Services
HHS will furlough more than 32,000 employees. The Centers for Medicare and Medicaid Services halt casework and the Food and Drug Administration will stop accepting new drug applications. At the Centers for Disease Control and Prevention, only 36% of staff remain, continuing outbreak response and vaccination programs but halting public guidance and surveillance, even during a record measles outbreak.
Education
Already hammered by Trump's attempts to shut down the department completely, Education will furlough 87% of staff, with nearly all remaining employees in the Office of Federal Student Aid. Student loans and disbursements continue, as will collections. But the Office for Civil Rights will halt investigations, and politically sensitive probes of universities and schools would pause.
Agriculture
Most Department of Agriculture staff will be furloughed, though food safety inspections would continue. Food stamps, also called SNAP, and child nutrition programs can keep operating temporarily with carryover funds. Farm loans and rural grants largely stop. The Forest Service maintains firefighting and property protection but shuts down most recreation services.
Interior

Energy
The Energy Information Administration will suspend data releases. The Nuclear Regulatory Commission halts licensing and inspections, while the National Nuclear Security Administration continues nuclear weapons and reactor operations.
Housing and Urban Development
Most of HUD's work supporting the Federal Housing Administration's portfolio of insured mortgages and Ginnie Mae's work in the secondary mortgage market will go on as normal. Block grants already obligated will keep flowing. But fair housing enforcement stops, and monthly subsidy programs – including those for public housing, housing choice vouchers and multifamily assistance contracts – will operate only as long as funds remain available.
Small Business Administration
Disaster lending and PPP loan forgiveness continues, but most new small-business loans, entrepreneurial training and export programs stop. Oversight of contracting and investment programs will also be suspended.
NASA
NASA is slated to furlough about 80% of its staff, though operations on the International Space Station and Artemis moon missions would continue. Educational outreach and visitor programs will shut down.
Environmental Protection Agency
Nearly 90% of staff will be furloughed. A small number continue work at Superfund sites, building security and emergency response. Permits, grants and enforcement actions will halt.

The White House
Most staff will be furloughed, with only those tied to national security or constitutional duties retained. The National Security Council would keep most of its staff; other policy offices would be sharply reduced. The U.S. Trade Representative keeps about 80 staff to handle WTO disputes and high-priority trade negotiations.
Congress
Members of Congress continue to be paid under the Constitution — and have to be able to work in order to pass a new spending bill to reopen the government. But support agencies such as the Library of Congress and the Botanic Garden close to visitors.
Courts
The judiciary can keep operating at least through Oct. 3 using fee reserves, after which operations may be pared back to constitutional and emergency functions. Each judicial district decides how many employees to keep home, if any. The Supreme Court will open its term Oct. 6 as scheduled.
US Postal Service
Mail delivery and post offices will operate as usual during a shutdown. The Postal Service funds itself through the sale of postage and other services rather than annual appropriations, so its operations aren't affected.

MSNBC’s Chris Hayes asked Rep. Alexandria Ocasio-Cortez (D-NY) if she thinks Sen. Minority Leader Chuck Schumer (D-NY) is trying to avoid a primary challenge from her by taking a combative posture ahead of a looming government shutdown.

The federal government will shut down at 12:01 a.m. on Wednesday unless the Senate passes a continuing resolution by that time. Republicans control the Senate 53-47, but they need seven Democrats to vote for the measure to overcome a procedural hurdle. In exchange for the necessary votes, Schumer is demanding that Republicans include an extension of Covid-era healthcare premium subsidies under the Affordable Care Act, a.k.a., Obamacare. So far, the Senate GOP has not budged.

Schumer rankled the Democratic base in March when he backed a GOP funding bill to keep the government open for six months, even though Republicans gave no concessions.

Ocasio-Cortez joined Tuesday’s edition of All In, where Hayes noted the ongoing speculation that she may primary Schumer in 2028. The host asked if she will primary Schumer:

There are some people I have seen who have the following theory of why Senate Democrats have not cut a deal where they give eight votes and move along. And that is that Chuck Schumer is worried about a primary challenge from you and is worried about the politics to his left flank. And so, because of that, worry about a primary challenge, he’s gonna shut down the government. Ergo, it is AOC’s fault that the government is shutting down, or that you’re somehow the fulcrum of this. And I wanna just ask you straight up, like, are you planning to primary challenge him? Do you think that’s why he’s doing this?
OCASIO-CORTEZ: This is so not about me in this moment. This is about people being able to insure their children. And I will say, because I saw some senators speculating about this, and I saw some Republican members of Congress saying, “Oh, well, if we have this shutdown, it’s because of AOC.”
Well, if that’s the case, my office is open and you are free to walk in and negotiate with me directly, because what I’m not going to do is tolerate four million uninsured Americans because Donald Trump decided one day that he wants to just make sure that kids are dying because they don’t have access to insurance.
That’s what’s not gonna happen. And so if those senators think that we’re having a shutdown because of me, they’re free to enter my office and negotiate, because what we’re not going to do is allow all of millions of people in this country to not be able to afford their insulin and their chemotherapy. So, come strike a deal with me, if that’s what you really think is going on.

President Trump just FROZE $18,000,000,000 in "infrastructure aid" to New York City.

Apparently infrastructure is non-essential. But the article says that the freeze is NOT related to the government shutdown. The freeze is based on unlawful DEI policies.

My guess is that there is a combination of unlawful DEI policies and the government shutdown because how can a 'closed' government disperse funds? So perhaps just fortuitous timing? In any case you know this issue is going to be obfuscated by the media and the politicians.




Trump administration freezes $18 billion in New York City infrastructure projects, Vought says

The Trump administration has frozen about $18 billion for infrastructure projects in New York City to ensure that funding is not “flowing based on unconstitutional DEIprinciples,” a top official said Wednesday.
The funding is earmarked for the Hudson River Tunnel Project and the Second Avenue Subway project, said Office of Management and Budget Director Russell Vought.
Vought announced the freeze in posts on the social media site X.
“Roughly $18 billion in New York City infrastructure projects have been put on hold to ensure funding is not flowing based on unconstitutional DEI principles,” Vought wrote.
DEI refers to diversity, equity and inclusion policies, which have become a target for the Trump administration.
It was not immediately clear what triggered the freeze on that basis.
“More info to come soon from @USDOT,” Vought added, referring to the U.S. Department of Transportation.
CNBC has requested comment from the DOT.
Vought’s announcement came on the first day of the shutdown of the U.S. government after Congress failed to pass stopgap funding bills that would have kept federal agencies and services operating at normal capacity for at least another seven weeks.
The funding freeze is not a result of the shutdown.

This video is very telling. Waters won't say she wants healthcare provided to illegal aliens, but "to all people." Which, of course, would include illegal aliens. But she won't say that because she knows it's a political loser, even though it is objectively true.

When you can't state the truth because it can be held against you, then that's a good sign that you're wrong. This issue is at the heart of the shutdown, and is why the Dems will come out the losers.

Americans will ask themselves: Is the GOP at fault for the shutdown because they won't allow the increased spending that the Dems demand? Or, are the Dems at fault for the shutdown because they insist on the increased spending, including healthcare for illegals?

With most Americans in favor of deporting all illegal aliens, and with the national debt already out of control, it is the latter question that will inevitably be answered in the affirmative.

Government shutdowns usually don't last long because they tend to demonstrate how little the public needs many of these departments and programs.
Exactly. The Dems are saying, "Oh yeah, let's see how long you all can last without government programs." It ends up being transparent to most people, and others adjust accordingly. Then, when the government reopens, especially if its been shuttered for a while, people realize they didn't really need it. That's bad for Big Gov Dems, and good for Conservatives, who then have further justification to cut more government permanently. I think that's what will happen here.
 
The ONE thing that the Dems have going for them in this shutdown is the supplemental food program called WIC.

That program, being shut down, is going to hurt some seriously poor people.

I've not seen any other program that, when shut down, will really cause the GOP much grief.

And the DEMS are on the wrong side of public opinion with the issue of healthcare for illegals. You will notice they are never admitting its for illegals, they take great pains to contort their answers to say residents and constituents and lie when they say citizens.

Vought: Mass firings will begin ‘in a day or two’

The Trump administration has threatened to inflict maximum pain on Democrats during the shutdown.

OMB chief Russ Vought told House Republicans on a private call Wednesday that the administration will start mass reduction in force moves, or firings, of federal workers “in a day or two,” according to four people granted anonymity to describe the call.
Vought and President Donald Trump have both threatened to inflict maximum pain on Democrats during the shutdown as Senate Republicans hope to peel off additional Democrats in the coming days to vote for the GOP-led stopgap to end the standoff. A bipartisan group of senators also discussed several early off-ramp ideas on the floor earlier Wednesday.
Vought warned that money is about to run out for both the nutrition program for low-income moms and babies, known as WIC, and for pay for active-duty members of the military.
Troops are set to miss paychecks starting Oct. 15 if the government remains closed. Lawmakers in both chambers are preparing legislation to pay troops amid the shutdown, but GOP leaders will wait before making a call to put such a bill to a vote, given it lessens their leverage on Democrats, according to three other people with direct knowledge granted anonymity. Leaders are so far sticking to the argument that Democrats need to approve the clean, seven week stopgap if they want to pay troops.
Vought also said billions in infrastructure money for New York, the home state of both Democratic leaders, is being “reviewed.”
Speaker Mike Johnson told Republicans on the call that because of fraud, serious reforms are needed for the Affordable Care Act tax credits Democrats are demanding an extension of in the shutdown standoff. In response to a question from Rep. Rick Allen (R-Ga.), Johnson said that Vice President JD Vance said at the White House briefing that there is a time to negotiate health care, but now is not that time.
Allen railed against any ACA extension deal, detailing how how expensive it would be. He also pushed to bring back efforts to repeal and replace Obamacare altogether.

Some of these are permanent cuts, some of these are suspensions that can be 'appealed' and I suppose the difference between the 2 is based on their legal status on if they were granted block funds or legislatively designated or some other status?

The Trump administration has paused $18 billion in transportation projects in New York City and canceled $8 billion in green energy projects, targeting blue states amid the government shutdown.
"Nearly $8 billion in Green New Scam funding to fuel the Left's climate agenda is being cancelled," Office of Management and Budget Director Russ Vought posted on X on Wednesday. "More info to come from @ENERGY. The projects are in the following states: CA, CO, CT, DE, HI, IL, MD, MA, MN, NH, NJ, NM, NY, OR, VT, WA."
The Energy Department said Wednesday that it terminated "321 financial awards supporting 223 projects, resulting in a savings of approximately $7.56 billion dollars for American taxpayers.
"Following a thorough, individualized financial review, DOE determined that these projects did not adequately advance the nation’s energy needs, were not economically viable, and would not provide a positive return on investment of taxpayer dollars.". . .

"Thanks to the Chuck Schumer and Hakeem Jeffries shutdown, however, USDOT's review of New York's unconstitutional practices will take more time," the statement continued, adding that the department "has been forced to furlough the civil rights staff responsible for conducting this review."

I noticed that the Dems are now claiming that they are not attempting to fund healthcare for illegal aliens. That is simply not true. That is a lie. While it is true that they are trying to restore Medicaid for a whole lot of people who were cut under the OBBBA, saving us almost a trillion dollars a year, part of that coverage was for illegal aliens when they go to the hospital emergency rooms.

For those of you interested but hazy on the details, the following is a technical break down to show why the Dems are lying about this, which I tried to put in as simple terms as possible:

So, this comes down to the Working Families Tax Cut Act (WFTCA), which President Trump signed into law as part of the One Big Beautiful Bill Act (OBBBA), also known as Public Law 119-21, on July 4 of this year. The Dems want to repeal certain sections of the WFTCA as part their budget proposal.

Specifically, under section 2141 of their proposal, the Dems state “Subtitle B of title VII of the Act titled ‘An Act to 10 provide for reconciliation pursuant to title II of H. The Subtitle B they refer to is labeled “Health” in the OBBBA, and includes sections 71101 – 71114. In particular, section 71110, entitled “Expansion FMAP for emergency Medicaid” states “…beginning on October 1, 2026, the Federal medical assistance percentage for payments for care and services…furnished to an alien…shall not exceed the Federal medical assistance percentage determined under subsection (b) for such State.” Here is the link to the OBBBA:

Now, to explain that, the Federal medical assistance percentage (FMAP) that it refers to is the portion of Medicaid that the federal government provides to the states, which varies by state from 50-83%. The states provide the rest out of their own funds. However, one of the exceptions to the regular FMAP portion, which was done away with after the passage of the OBBBA, was that emergency care for illegal aliens was covered at the rate of 90% by federal funds if they otherwise would meet eligibility requirements under the Affordable Care Act (ACA) Medicaid expansion, which most of them do.

So, the Dems want to repeal that portion of the OBBBA, which would mean illegal aliens would once again enjoy Medicaid emergency coverage at 90% instead of the 50-83% coverage they currently have. That’s right, federal taxpayers right now still cover at least 50% of the costs when illegal aliens go to the emergency room, and our state taxes cover the rest. But that is not enough for the Dems. They demand the pre-OBBBA 90% coverage be restored as part of the budget.

And, btw, when you hear Dems say that they are not fighting for illegal aliens’ healthcare because the law does not allow for it anyway, that is also not true. Yes, the law does not allow for comprehensive Medicaid coverage for illegals, but, as just shown, it does allow for emergency Medicaid coverage.

Those are the facts.
 
The devil is in the details regarding the 'shutdown' and the Democrats claims.

Give this administration about a week and I suspect the gubmint will be shrunk by 35-40% of its workers, it will have shed countless unnecessary 'make work' jobs for the relatives, friends and constituents of elected officials, and better than that, it will be shed of propaganda departments and employees.

It provides the specifics on which states have been and still are providing health care to illegal aliens, and admits also that the federal government has been providing funds as well to illegal aliens, in the form of the federal Medicaid matching rate for the ACA expansion. However, with the passage of the OBBBA, that matching rate has been reduced, shifting more of the burden to those states. That is what the Dems want to repeal, and they've shut down the government over it.

And that's why I said the Dems are lying when they say that A) Illegals don't get federally funded healthcare and B) they are not trying to give them federally funded health care.
