The article has a few deceits in it. Perhaps that is what you mean by why?

a pattern or practice of racial bias" in both the Ferguson Police Department and the municipal court.
Among other problems, the Justice Department said Ferguson’s law enforcement practices "
are shaped by the City’s focus on revenue rather than by public safety needs." Writing tickets for "minor offenses" to generate revenue imposes "particular hardship on Ferguson's most vulnerable residents," the report said.
I have bolded just two.
First, the Justice dept. report more than found No prosecutable conduct. It in fact found Wilson's statements absolutely true. And his actions justified.
There were no hands up don't shoot moments. That was in fact a total fabrication of the Press and biased so called witnesses.
There was no "execution of a young black man in the street" as Sharpton continues to rant.
Finally, when did a city government placing "focus on revenue" become a racist act. By that logic Washington DC is pursuing the most racist activity and policy in the known world.
(frankly I can agree with that charge on any given day lately)
The report bases it's conclusion on the statistic that more, or perhaps disproportionately more, minorities than white were given citations. I don't even have to dispute that stat to discredit it. But let us assume it is valid. One could use that stat to prove an intentional bias to make arrests or,,,, one could use that very same stat to suggest minorities commit more infractions.
Which did the DOJ intend to prove?
Statistics are wonderful compliant creatures. Apply enough torture and one can make them say anything.
Lawbreakers who burned down property, stole merchandise and assaulted both police and citizens, have now been given a pass. They are receiving an amnesty worse than anything we are extending to Illegal aliens. They are being told their crimes against their neighbors were justified. And they got that get outta jail free pass from the White House team.
No wonder they are still rioting, looting and shooting the people of Ferguson.
We are no longer the nation of laws Obama swore us to be. We are a nation of agenda's. That's hardly the definition of
justice.
