Who were the insiders and who was outside of the intimate circle that was involved in all this? As this unfolds, it makes sense to keep all the stories together as this evolves.

FIRST ON FOX: A pro-energy group is renewing its call for an investigation into over half a dozen Biden administration executive actions related to climate that it believes should be deemed null and void due to them being signed by an autopen without any public comment from former President Joe Biden confirming his knowledge of them.​
Power the Future, a nonprofit organization that advocates for American energy jobs, reviewed eight Biden executive orders that it says were significant shifts in domestic energy policy and said it found no evidence of the president speaking about any of them publicly, raising concerns that the orders were signed by autopen and that he was not aware of them.​
"These are not obscure bureaucratic memos; these were foundational shifts in American energy policy, yet not once did Joe Biden speak about them publicly," Daniel Turner, founder and executive director of Power The Future, told Fox News Digital.​
The executive orders reviewed by Power the Future include an Arctic drilling ban in 2023, a 2021 executive order committing the federal government to net-zero emissions by 2050, an executive order mandating "clean energy" AI centers and an offshore drilling ban executive order shortly before leaving office in 2025.​

Finding no evidence of Biden publicly speaking about the executive orders on climate, Power the Future sent letters this week to the DOJ, EPA, DOI, DOE, along with the House and Senate Oversight Committees, calling for an investigation to determine who made the decisions, drafted the executive orders and ultimately signed them.
"In light of the growing evidence that actions purportedly taken by the former president may not have been approved or signed by him, but instead promulgated by a small coterie of advisers in his name without his knowledge or over his signature using an ‘autopen,’ the need for congressional access to information has grown in importance with these revelations," the letter to GOP House Oversight Chair James Comer states.​
"Congress deserves to know how or whether these executive actions were authorized, and whether the former President was aware of such orders before they were implemented by the federal bureaucracy. Were these actions taken on behalf of the president and purporting to execute his authority undertaken with the president’s knowledge and approach? It appears incumbent upon Congress to inquire, about all parties involved in these actions, who instructed them to do what, when."​
Fox News Digital reached out to Biden’s office for comment but did not hear back by press time.​
The presidential autopen has been a topic of conversation with Republicans in recent weeks and months as questions continue about Biden’s mental acuity during his presidency, particularly the last few years, which have faced increased scrutiny after the release of Jake Tapper and Alex Thompson’s book "Original Sin."​
"Power The Future remains concerned that key policies of major economic and national security significance directed by the White House during the Biden administration may have been undertaken without presidential awareness and approval, but perhaps instead by a small coterie of staff," the letter states.​

Seems like there are a lot of reports, and I suspect many more will come over the next weeks and perhaps months, about the issue of if President Biden was aware of many of the Executive Orders or if they were actually done by the direction of various staff members who were operating as sort of a Soviet Politburo style of government with an addle minded/declining Biden as the figurehead.

I've seen multiple stories about "Power The Future" and their research showing that Biden NEVER spoke publicly about the majority of the Executive Orders, some of which were major policy changes. This article is one of several that exposes what could become the biggest scandal in American governance history.



Biden Unaware Of Executive Orders 'Signed' By Autopen; Report

President Joe Biden issued 162 executive orders over the course of his Oval Office tenure, but according to a new report, most of them were signed by “autopen,” giving rise to concerns that unelected White House staffers may have had more say in shaping policy than the president. The report is furthering those concerns and suggesting that Biden may not have even been aware of the existence of the orders being signed in his name.
The American energy advocacy group Power the Future published the report Wednesday, examining eight Biden-era executive orders on climate change and U.S. energy policy, and found “no evidence” that Biden ever spoke about or acknowledged the existence of any of these orders. “Not in a press conference. Not in a speech. Not even a video statement,” Power the Future’s report stated. Power the Future Executive Director Daniel Turner said in a statement, “Americans deserve to know which unelected staffers or radical unnamed activists implemented sweeping change through an autopen. The Biden energy agenda destroyed the livelihoods of energy workers and fueled the record-high inflation that broke the budgets of millions of Americans.” He asked, “The question is simple, and deserves an immediate answer: what did Joe Biden know, and when did he know it?”
According to the Oversight Project, dedicated to government accountability, practically every order signed by Biden was signed via autopen, with the exception of his announcement withdrawing from the 2024 presidential election. The Oversight Project cited House Speaker Mike Johnson (R-La.), who questioned Biden on an executive order affecting liquefied natural gas (LNG) and reported that the president didn’t remember signing the order. “He looks at me, stunned, and he said, ‘I didn’t do that,’” Johnson recounted. He continued, “And I said to him, ‘Mr. President, yes you did, it was an executive order, like, you know, three weeks ago.’ And he goes, ‘No, I didn’t do that.’ … It occurred to me … he was not lying to me. He genuinely did not know what he had signed.”
“For investigators to determine whether then-President Biden actually ordered the signature of relevant legal documents, or if he even had the mental capacity to, they must first determine who controlled the autopen and what checks there were in place,” the Oversight Project wrote in a social media post. The accountability organization continued, “Given President Biden’s decision to revoke Executive Privilege for individuals advising Trump during his first Presidency, this is a knowable fact that can be determined with the correct legal process…”
The “autopen” has been the subject of significant controversy in recent years due to Biden’s excessive use of the technology. Devices have been around for centuries, allowing individuals to replicate their signature or sign multiple documents at once. Thomas Jefferson, for example, kept an early prototype, then called a “polygraph,” in the White House and another in his residence at Monticello. The device allowed a user to sign multiple documents at once but did require the signer to be present and to actively use the machine.
In the late 1930s, an automated version of the machine was developed, called the “autopen,” which would store a template of a signature that could be reproduced without the presence of the actual signer. The autopen became commercially available in the early 1940s and was quickly purchased by politicians, government officials, celebrities, and others. The first U.S. president to use an autopen was reportedly Harry Truman, although he only used the device to sign checks and answer mail. Likewise, most other presidents — such as John F. Kennedy, Richard Nixon, or Gerald Ford — who used an autopen relegated their use of the instrument to signing checks, correspondence, and autographs.
George W. Bush considered using the autopen to sign executive orders and legislation and even got the Department of Justice’s (DOJ’s) approval to do so, but still insisted on signing such documents himself, flying to Washington, D.C. to sign emergency legislation in 2005, for example. Barack Obama was the first president to use the autopen to sign legislation, giving his approval to sign Patriot Act extensions via autopen while he was visiting France in 2011, the National Defense Authorization Act while vacationing in Hawaii in 2012, and fiscal legislation in 2013.
President Donald Trump has openly refused to use autopen signatures for executive orders and other legal documents. “We may use it, as an example, to send some young person a letter because it’s nice,” Trump told reporters in March. Contrasting his limited use of the autopen against Biden’s much broader use, Trump added, “But to sign pardons and all of the things that he signed with an autopen is disgraceful.” Trump has also suggested that pardons — and, potentially, executive orders — signed by the Biden administration via autopen may be legally “void” if the president didn’t know what he was signing or didn’t authorize its signature.
The Washington Stand asked the DOJ about potential investigations and, if applicable, prosecutions of the Biden administration’s autopen use and was told, “No comment here.”

Republicans allege that former President Joe Biden was not in control of his own administration and that his aides may have been behind executive orders and pardons signed with an automatic pen device.
Trump, who has been calling for investigations since March, said Biden would not have entertained his administration’s more left-leaning moves if he were in full control.
“I don’t believe it was Joe Biden,” Trump said.
“He’s been a sort of a moderate person over his life, and a smart person, but somewhat vicious person, I will say, if you feel sorry for him, don’t feel so sorry because he’s vicious,” he said.
Those allegations have now led to an investigation by the House Oversight Committee into who had access to the autopen and whether it was used without the former president’s full knowledge.
Even though Friday’s press conference was intended to be a farewell for Department of Government Efficiency head Elon Musk, the Biden administration came up as well.
“Do you think that [former first lady] Dr. Jill Biden should also have to come in and testify about what she did or didn’t do?” Fox News correspondent Peter Doocy asked. . . .
“You have somebody operating it, or a number of people operating it,” the president said. “I knew Joe Biden. Joe Biden was not in favor of opening up borders, letting 21 million people into this country. … Who signed these orders, proclamations, and all of the different things that he signed that set our country so far back?”
It’s unclear what, if anything, will come of the investigations or if any actions taken by Biden during his presidency could be undone after the fact. The Senate has started its own investigation into who controlled the Biden White House. . .

House Republicans to zero in on autopen use as part of investigation into Biden's health

The probe comes amid renewed scrutiny around Biden’s mental and physical fitness in office.

As House Republicans prepare to investigate former President Joe Biden’s health and mental fitness while in office, they are increasingly zeroing in on his use of a so-called autopen to sign certain pieces of legislation and executive orders.
Autopens have been used in the White House to generate signatures for decades, with Barack Obama being the first president to use it to sign legislation. But congressional Republicans — who are largely taking their cues from President Donald Trump — see the use of autopens as a key line of attack as they reopen a probe into Biden’s mental acuity and his ability to do his job as president.
“We’re focused on the autopen,” House Oversight Committee Chairman James Comer, R-Ky., told NBC News. “Who was making the decisions? Who was authorizing his signature? Was it him?”
There is no official record of how often Biden used an autopen for official government business. The conservative Heritage Foundation released a study accusing the administration of using an autopen extensively, largely based on the timing of when Biden signed documents compared to when he was traveling.
The Department of Justice’s office of legal counsel issued a memo on the topic in 2005 that concluded that the practice was legal. A federal appeals court ruled as recently as 2024 that the “the absence of a writing does not equate to proof that a commutation did not occur,” when it relates to the use of a presidential autopen.
A former Biden White House official pushed back against Comer’s assertions and defended the former president’s autopen use.
“Any accusation that President Biden was not making decisions is false. President Biden made the decisions about the pardons and the executive orders he issued, and the legislation he signed into law,” the former official, who was not authorized to speak on Biden's behalf, told NBC News. “It is a well-established and legal practice to use an autopen for a signature after he has made the decision. This clerical mechanism was sometimes used during his Administration as it was in other Administrations going back several decades.”
A spokesperson for Biden declined to comment. . . .

And this week, Glenn Beck released this video interview with Congressman Comer on the Congressional investigation, regarding 4 Biden staffers who operated the 'auto pen' into use. They have been asked to 'voluntarily' come to testify in Congress.

There may be a whistleblower. There are allegations that the autopen may have been 'monetized' for some of the thousands of pardons granted under Biden by auto pen.

More on the AutoPen scandal.

According to legal scholar Alan Dershowitz, if the AutoPen was used to sign laws, those laws are probably invalid. Laws require he sign them.

If the AutoPen was used for pardons, those are probably valid as pardons can be granted multiple ways but that also assumes there are no witnesses or evidence to show he didn't know what was happening, he was incompetent, etc.



Biden Autopen Scandal Widens As DOJ Investigates Pardons

The Department of Justice (DOJ) is investigating pardons granted by former President Joe Biden - specifically looking at whether he was mentally competent to make decisions, and whether he knew about his administration's copious use of Autopen.
According to an email from DOJ pardon attorney Ed Martin seen by Reuters, the investigation involves whether Biden "was competent and whether others were taking advantage of him through use of AutoPen or other means."
Martin's email states that the investigation is focused on said pardons to members of the Biden family, as well as clemency which spared 37 federal inmates from the death penalty - converting their sentences to life in prison.
Shortly before he left office, 'Biden' pardoned five members of his family, claiming he wanted to protect them from politically motivated investigations. Siblings James Biden, Frank Biden and Valerie Biden Owens, their spouses, and of course Hunter Biden all received pardons. Hunter had pleaded guilty to tax violations and was convicted on firearms-related charges. Some are suggesting that Hunter's was the only one Biden may have actually signed...

"We're gonna start looking into this whole thing with who signed this legislation. Who signed legislation opening our border? I don't think he knew," President Donald Trump told reporters on Capitol Hill last month while attending a closed-door meeting of House Republicans.
"Who was operating the autopen?" Trump asked, adding "You know who signed it? Radical left lunatics who were running our country. And the autopen signed it."

Trump and his supporters claim that Biden's use of the device invalidated his actions, which the former president - whose brain has consisted of pea soup for years - may not have been fully aware of. It's unknown whether Biden used autopen on pardons, however a March investigation by the Heritage Foundation's Oversight Project suggests most or all of them were.

In a March post to Truth Social, President Trump wrote: "The 'Pardons' that Sleepy Joe Biden gave to the Unselect Committee of Political Thugs, and many others, are hereby declared VOID, VACANT, AND OF NO FURTHER FORCE OR EFFECT, because of the fact that they were done by Autopen. In other words, Joe Biden did not sign them but, more importantly, he did not know anything about them!"
In March Trump acknowledged his own use of autopen - saying "We may use it, as an example, to send some young person a letter, because it's nice."
 
Looks like people might get a mandatory call up to testify on Capital Hill in front of Congress.

Comer demands Biden senior staffers sit for interviews over autopen investigation

“The American people deserve full transparency and the House Oversight Committee is conducting a thorough investigation to provide answers and accountability," Comer said.

House Oversight Committee Chairman James Comer on Wednesday sent letters to President Joe Biden's senior advisors, demanding that they sit for interviews as part of an ongoing investigation into the use of an autopen for presidential pardons.​
Comer sent letters to former Senior Advisor to the President Michael Donilon, former Senior Advisor to the President for Communications Anita Dunn, former Chief of Staff Ron Klain, former Deputy Chief of Staff for Policy Bruce Reed, and former Counselor to the President Steve Ricchetti.​
“The American people deserve full transparency and the House Oversight Committee is conducting a thorough investigation to provide answers and accountability," Comer said in a press release. "The cover-up of President Biden’s mental decline is one of the greatest scandals in our nation’s history."​
"These five former senior advisors were eyewitnesses to President Biden’s condition and operations within the Biden White House," he added. "They must appear before the House Oversight Committee and provide truthful answers about President Biden’s cognitive state and who was calling the shots."​
Speaking on the "John Solomon Reports" podcast on Wednesday, the Oversight Project's Kyle Brosnan highlighted the implications of Biden's use of an auto pen amid reports of his declining mental health.​
"So we've been looking at President Biden, or the Biden White House's use of an auto pen to sign official presidential documents for a few months here, and our investigation is really over the last couple of weeks and months here has focused in on two types of documents: pardons and actual clemency, and then executive orders on the pardons," he said.​
"The Biden White House issued 51 warrants to either pardon or commute the prison sentence of about 4200 people, and of that, we found that 32 of those warrants were signed with an auto pen, which meaning the President didn't hand sign those documents himself," he added. "And that's important, because the power of the pardon rests only with the President of the United States."​
"And if you know that the President signed it by signing it by hand, you know he is exercising that power. And when you have an auto pen signature, as we do, on over half of the clemency warrants that we analyzed here, it begs and leads to a whole bunch of questions as to what the President is exercising the power solely delegated to him in the Constitution," Brosnan added. "And so we're continuing to dig we put out something yesterday showing that a number of the clemency warrants were auto pen while the President was in Washington, DC."​
