That blithering idiot represents a district about twenty miles south of me. Lithonia is also famous for her other son, Sen Max Cleland. It used to be a wonderful, small Georgia town but now it's part of the hood. Residents shouldn't be allowed to vote.
I heard on the radio this morning that the man has a debilitating and terminal disease, and should be gently removed from office. The disease has caused his speech impediment, and he has sever neurological problems that cause him to lose his thoughts in mid speak.. The bimbo of the House (Nancy) has permitted this debacle to happen as a diversion from something else. It's sickening to see a very sick man, regardless of party, to be allowed to embarrass himself like that. Has anyone thought that there might be a medical problem here before jumping in with the lynch mob? I didn't think so.
He has Hepatitis C. Hepatitis C can cause a condition called Hepatic Encephalopathy.
The mildest form of hepatic encephalopathy is difficult to detect clinically, but may be demonstrated on
neuropsychological testing. It is experienced as forgetfulness, mild confusion and irritability. More severe encephalopathy is characterised by an inverted sleep-wake pattern (sleeping by day, being awake at night), marked irritability, (flapping)
tremor, difficulties with coordination and trouble writing.
[1]
More severe forms of hepatic encephalopathy lead to a worsening level of consciousness, from lethargy to
somnolence and eventually coma. In the intermediate stages, a characteristic jerking movement of the limbs is observed (
asterixis); this disappears as the somnolence worsens. There is disorientation and amnesia, and uninhibited behaviour may occur. Coma and
seizures represent the most advanced stage;
cerebral oedema (swelling of the brain tissue) leads to death.
[1]
Encephalopathy often occurs together with other symptoms and signs of liver failure. These may include
jaundice (yellow discolouration of the skin and the whites of the eyes),
ascites (fluid accumulation in the abdominal cavity), and
peripheral oedema (swelling of the legs due to fluid build-up in the skin). The
tendon reflexes may be exaggerated, and in severe encephalopathy the
plantar reflex may be abnormal (extensor plantars or Babinksi's sign). A particular smell (
foetor hepaticus) may be detected.

I empathize for Mr. Johnson. His disease is not cureable. But it has nothing to do with what he said. He was completely coherent and absent of tremors. Furthermore, according to an article at Huffington Post:
"I wasn't suggesting that the island of Guam would literally tip over," Johnson
says via a spokesman. "I was using a metaphor to say that with the addition of 8,000 Marines and their dependents -- an additional 80,000 people during peak construction to the port on the tiny island with a population of 180,000 -- could be a tipping point which would adversely affect the island's fragile ecosystem and overburden its already overstressed infrastructure.
"Having traveled to Guam last year, I saw firsthand how this beautiful -- but vulnerable island -- is already overburdened, and I was simply voicing my concerns that the addition of that many people could tip the delicate balance and do harm to Guam."]
He is perfectly coherent.
