Snowplane ... origin Russia?

Stumbled across this photo, no context or details were provided.

Russia, in particular, did a lot of experimenting with different designs of snow planes, often optimized for crossing frozen lakes. Based on the clothing, which is typical of Eastern European nations, I wonder if this is one of those. Anyone have any info?

Looks dangerous with that open prop that close.
 
It looks like it would tip over from the prop torque.
That would explain the small starboard side bar.
