I think you need to check your high pressure relief valve settings. If they are in spec you simply have to much tractive effort. There is probably a lower gear ratio available for your final drives ( torque hubs ). I wrenched on cats for many years and often did this for trail grooming applications when they where pulling oversized drags. Should be pretty cost effective as it is just a new sun and planet gears. Also you had said you final drives where over filled and under pressure, I would strongly suggest you check the your brakes servos are not bypassing and letting hydrostatic fluid into the gear set.
 
I was thinking of dropping one tooth on the drive. your saying change the planetary gearing in the drive motors is better?
I already have the smallest sprockets pb makes . so it would need to be a custom built job.
 
If there is a different ratio available that's what I would do. A custom sprocket would be pricey and it is not the teeth that determine ratio it is the diameter. Odds are that you can't really get much smaller.
