Dumb driver, or stupid kids?

my first thought was that driver was going way too fast, but once they pan back aways and the other cars go by that kinda looks like a rural two lane highway.

From the vid, stupid kids, dumber driver. obviously a go-slow zone due to the housing. Not a smart move on the kids part, but not real smart for the driver either. failure to understand the use of brakes. Notice second car came to a stop.
