Do dealers deflate tires?

I had 2 vehicles to into 2 different dealerships. No tire pressure issues beforehand.
Both vehicles within a month showed low tire pressures (around 29 PSI). I always keep them at 40PSI.
Are they lowering the pressure? Wear out tires faster so we buy faster? More comfortable ride for their brand?
 
Probably resetting them to the factory pressure, which varies by vehicle but my 3 are recommended to be in the 33 to 35psi range. Open the drivers door, there should be a sticker on the door frame with the manufacturer's recommendation for tire pressure. My guess is your dealer is just adjusting to the recommendation, then with a change in temperature from summer to winter, the tire pressure would end up dropping a bit more.

- TPMS is coming on once it gets below 30. Not much of a window there.

Oh I don't disagree, but I'd still bet the dealer reset the pressure to the 'factory' spec

One vehicle was free, under warranty. Just water collection in a door.
The other was just to rotate the tires but they do their "inspection" to see if they can rake you for other services. They did say I needed new brakes. I said thanks then took it to another shop to get it done at about 1/2 the price.

I agree that dealers do sell their cars with low tire pressure for just that reason, to make it feel softer.
