I don't recall the episode FULLY but what I do remember is that all LEOs had to qualify at the state level. Andy, being ELECTED, was exempted. The entire episode Barney is nervous about messing up and everybody tries to get his mind off of it. Then they some how trick him and get him pissed off and he shoots a perfect score.
