'95 DODGE TRUCK, HOOD CABLE FAILURE

So, now what?

I went to open the hood to check the oil in my '95 one ton Dodge pickup. I reached under the dash and pulled the lever I have successfully pulled for over 30 years and felt a "snap." Hood won't open and it feels like the cable broke.
The plastic grill covers the hood so no access that I can see.
The fasteners for it are "inside." and unreachable.
How does one get into the latch?
 
I had this happen on a GMC Safari. Took it to a dealer for an oil change. Didn't mention the hood and neither did they when I got it back. YMMV
