What are these things I found? Maybe military?

Hey,
I found these in the bottom of a box at an estate sale. I thought they looked real old, so I didn't want to toss them. Any ideas???

My first thought was Boy Scouts or similar. They look pretty thin for military, but being old its certainly possible.

I check to see which scouting troops are in the area as an initial search. Boys/Girls/Cub and don't forget Indian Guides and similar scouting organizations.
