VA regulations do provide for compensation beyond 100% rating in specific circumstances. This is known as Special Monthly Compensation.

he got a life long disability pension - $24 a month....

What percentage was he? Now, for a single Veterans, 10% is about $155 and 100% is about $3332 a month.

President Trump expidited things. Veterans that I know are only waiting one to six months.

I don't actually know the %. he enlisted in 1938 - with the war going he made MMCS (E-8) pretty quick.
survived a tanker sinking on the Murmansk run, was injured but stayed on through Korea.
after Korea anyone who caught a cold was mustered out on medical, it wasn't his choice . . .
