People need to stay engaged and vote in the mid-terms. We cannot afford to lose the House.
That said,,, it is the purpose of the Census to determine how many "people" reside in each state. Not how many US citizen or even how many USA Voters.
This so resources and programs can be apportioned to the population size residing in the states. It has nothing to do with the population being " represented."
As for illegals, why should we count them at all. They are not supposed to be here absorbing benefits funded by those who are.

Yes but this puts it back in the states control to evict them or let them stay and tax the remaining constituents who will eventually vote the clowns out that want a sanctuary state and replace them with responsable (if that's possible) leaders.
How does it manage to do all of that?

The state has to figure out how to handle them or let ICE do their job and deport them. When the tax payers realize their voting in idiots and leave the state and hopefully don't pollute the new state with their sicalistic thoughts.
