Ford TW20 Tractor wheel is having a hard time turning. The hydraulic fluid level is not low. Any possible solutions you can help me with?
 
check the output pressure on the hydraulic pump / system
give a close listen to the steering cylinder while someone turns the wheels -
if the cylinder seals are leaking you may hear it - if they are leaking by even 'full pump pressure' doesn't help - the pressure leaks by the piston and does not develop the force needed to turn the wheels.

four wheel drive? one or both CV joints could be totally gummed up . . .
 
Lots of Ford tractor Forums out there , your probably not the first one with stiff steering . If the diff lock is not stuck on I would jack up the front end , check the thrust bearings for play, disconnect the linkage if needed to pivot the knuckles by hand to see how stiff they are. If all good , head to the hydraulic side after you go to a Ford Forum. Just my opinion.
