Pilot flame jumping to thermocoupler

I have a vent less wall heater. Lately the pilot flame has started jumping from the tube to the thermocouple. There is no flame in between. It will burn like this for about ten minutes then shut off because the flame isn't hot enough. What would cause the flame to jump.

Ash can build up on the deflector, the part the directs your pilot flame. I would take that off and clean it.
That is if I am understanding the problem correctly.
If the flame is coming out under the pilot nozzle, then some thing is either loose or has lost it's seal.
