What are these holes for?

1202B thiokol. These holes are on the front cross member of the frame (not axle).
the reason I inquire is that I want to mount (bolt or weld) on some D rings (or something suitable) to make tie down easier and more secure than wrapping the frame.
My assumption is that these holes are there for mounting a plow or some other implement.
By the way, the holes are sleeved.

Thank you for the information.
That should be a good place to mount some D rings to be used as anchor points during transport.
