I think for $10 billion you could buy Somalia or a few other governments that don't work very well.

Wasn't there a sometimes-submerged coral reef somewhere that also purported to be a sovereign nation?

An article on the web stated they would accept a sale price if it was 8 figures. I wouldn't waste my time or money if I had it.
