Just curious, what region? New England? Or Alaska? I'm not an electrician but I dabble with home electrical, house flipping, etc and thought I was reasonably familiar with outlets.

OK, no clue other than maybe check some Canadian electrical charts? Is it possible that, being old, it might cross over from the neighbors to your north? Nothing in the US that I know of looks like that.
