I hope that they dodged the bullet with this guy, maybe by acting early and nipping his attack in the bud he will back off and never attempt it again, if he does then our justice system will need to be re-evaluated to better protect folks from mad men like him.

If they had arrested charged him and tried him and he wasn't convicted that would be it. Could not do it again because of double jeopardy.
But this way they can always prosecute him later.
