Russian Wheeled Snow Vehicles at the Poles

Interesting designs. Notice how the one that is stuck in the snow has some sort of bands that run around the tires perpendicular to the direction of travel? I wonder what those are for? Maybe to hold the low pressure tires onto the wheels?
I believe it was an in field attempt to give the tires some sort of traction.
