Here's an example showing how derivatives were used, in this case to hedge the cost of NJ highway bonds. Today the State has redeemed the bonds but has years to go in paying on the hedge contract. YourTax Dollars At Work.

And look at how closely interwoven the parties are. I think this illustrates the revolving door of some people's careers, consultant > govt > lobbyist.
