Democrats believe that Vindman is one of their most trustworthy witnesses. He has served for over 20 years and received a Purple Heart when he was injured in Iraq in 2004. Vindman has without a doubt sacrificed for this country.
But Alex Vindman is also an anti-Trump rat. In 2017, Trump administration officials tried to fire Lt. Col. Vindman from his position on the National Security Council because he was suspected of leaking stories to the press designed to damage Donald Trump's young Presidency. But when Trump officials tried to fire him, the White House's Human Resources office intervened. An Obama holdover named Letitia Lewis prevented Vindman from being fired.
During his behind closed doors testimony, Vindman also admitted under oath that he had advised the Ukrainian government to ignore President Trump's policy position. Think about that for a second. Trump asked the Ukrainian government to help the Department of Justice with an ongoing investigation. As the President of the United States, Trump has every right to set this policy. Vindman, however, went behind the President's back and told the Ukrainians to do exactly the opposite. Even during today's testimony, Vindman said that he believes that HE is responsible for creating Ukraine policy, not the President.
And now today, we learned the biggest bombshell. Vindman, during his testimony today, admitted that he spoke to an Intelligence official about Trump's call with the Ukrainian President. But Vindman refused to say who he spoke to because he didn't want to out the whistleblower.
Just so we are clear: This is the man responsible for so many leaks designed to damage the Trump presidency. He has literally admitted under oath to trying to sabotage US foreign policy. He even admits to leaking the substance of the July 25 phone call to the so-called whistleblower -- presumed to be CIA official Eric Ciaramella.
He tried to take down President Trump with the leaks. Tried to sabotage foreign policy by telling foreign officials to ignore the President of the United States. And when none of that worked, he worked with the "whistleblower" to help launch this entire impeachment witch hunt.
This is a coup!

I believe it is illegal for a member of the military to negotiate with foreign governments outside the purview of the Executive. Am I mistaken?

That would be the LOGAN ACT.
It applies to every American citizen (except John Kerry).

§ 953. Private correspondence with foreign governments.

Any citizen of the United States, wherever he may be, who, without authority of the United States, directly or indirectly commences or carries on any correspondence or intercourse with any foreign government or any officer or agent thereof, with intent to influence the measures or conduct of any foreign government or of any officer or agent thereof, in relation to any disputes or controversies with the United States, or to defeat the measures of the United States, shall be fined under this title or imprisoned not more than three years, or both.
