The report was delivered Friday afternoon to Deputy Attorney General Rod Rosenstein’s office and it was delivered to Barr’s office within minutes, a senior DOJ official told Fox News. The White House was notified that the DOJ had received the report around 4:45 p.m., before lawmakers on Capitol Hill were informed. Neither the White House or Congress have seen the actual report.

Both Barr and Rosenstein have seen the report, according to a senior DOJ official.

White House Press Secretary Sarah Sanders tweeted following the report's submission.

"The next steps are up to Attorney General Barr, and we look forward to the process taking its course," she said. "The White House has not received or been briefed on the Special Counsel’s report."

Rudy Giuliani and Jay Sekulow, both of whom are counselors to Trump, also released a joint statement.

“We’re pleased that the Office of Special Counsel has delivered its report to the attorney general pursuant to the regulations," the statement said. "Attorney General Barr will determine the appropriate next steps.”

Following word that Mueller was not recommending more indictments, Giuliani told Fox News that they were "confident" the investigation would show there was no collusion.

This marks the end of the Russia investigation. We await a disclosure of the facts," he said. "We are confident that there is no finding of collusion by the President and this underscores what the President has been saying from the beginning - that he did nothing wrong.”

President Donald Trump and CNN have been at odds with each other since the 2016 presidential election. There have been many, many tiffs between the president and the news network, especially concerning their reporting of the Trump administration.

Now that Special Counsel Robert Mueller's report has landed on Attorney General William Barr's desk, and it has been revealed that no collusion took place between Russia and the Trump campaign, CNN panelists are forced to say the news "vindicates" the president.

"So if, if as Jeffrey [Toobin] is saying, they [Trump administration] get great news, the great news is, first of all, there’s no more indictments," CNN political analyst Gloria Borger said on Friday. "But if suddenly the president has to say those angry Democrats who were working with Bob Mueller were actually just part of a Justice Department doing its job after he has criticized the Justice Department, then he’s now vindicated.”

CNN legal analyst Jeffrey Toobin agreed with Borger.

“Let’s be specific. This is really good news for a lot of people around Donald Trump. Donald Trump Jr. Jared Kushner. Jerome Corsi. The writer who had a draft indictment presented to him by Mueller’s office and they decided not to go forward with this," Toobin explained. "Let’s be fair here. There has been a lot of suspicion around certain people. And a lot of negative things have been said and imputation of criminal activity. Mueller has said, ‘I am not proceeding.’ There is no better news to receive than you are not being indicted by the United States government.”

During another segment, CNN justice reporter Evan Perez made a similar admission: Muller's report vindicates Trump.

"No more indictments and that's an important thing for the president. After 675 days of this investigation, after an investigation that has, frankly, clouded his administration since the beginning of his presidency, the president can begin to probably breathe a little easier that the idea that his vindication is coming," Perez said.

"He knows that, so far, from the Mueller investigation, the public information that’s been released by Robert Mueller, there’s been nothing that comes close to what looks like collusion or conspiracy, which has been at the focus of this investigation, the idea that there was somebody in the president’s campaign who was colluding with the Russians," Perez explained. "None of that has come forward in any of the public court documents, indictments that have been brought up. This has been a very comprehensive investigation. This has been a very fruitful investigation."

Robert Mueller just submitted his final report, wrapping up a two-year-long investigation into alleged collusion between Trump associates and Russian officials and Democrats are already vowing to “find the truth.”

Rep. Schiff, who has made a name for himself peddling speculation about the investigation is on the case!

The transcript:

BLITZER: “What are the outstanding questions that your committee, the House Intelligence Committee, for example, will continue to investigate regardless of what the Mueller report reveals?”

SCHIFF: “There are any number of examples that I could give you of information that we’ve obtained in our investigation, information that’s become clear from the Special Counsel investigation that may not be neatly summed up in a decision or disclosure that we decided to indict A but not B. And to give you an illustration, we know that Paul Manafort was providing polling data to someone linked to Russian intelligence, and that may not have shown up in an indictment. But nonetheless, it raises profound questions about why the presidential campaign of Donald Trump was providing polling data, apparently detailed polling data, to someone linked to Russian intelligence. That’s just one of the great many unanswered questions. And if they’re not answered, then we are going to have to answer them. We’re going to have to find the truth. I would say this in terms of the Administration, which at least professes a desire for Congress to work expeditiously on its investigations. The degree to which they are transparent and provide this information from the Justice Department will greatly facilitate our ability to work swiftly. We have to completely reinvent the wheel, it will obviously be far more time-consuming and difficult.”

Six Democratic Congressmen who chair various committees on Friday sent a letter to Attorney General William Barr letting them know their expectations of the Muller report.

The letter was signed by:

• Judiciary Committee Chairman Jerry Nadler (D-NY)
• Committee on Oversight and Reform Chairman Elijah Cummings (D-MD)
• Permanent Select Committee on Intelligence Chairman Adam Schiff (D-CA)
• Committee on Financial Services Chairwoman Maxine Waters (D-CA)
• Committee on Ways and Means Chairman Richard Neal (D-MA)
• Committee on Foreign Affairs Chairman Eliot Engel (D-NY).

The group released the following statement about the Mueller report (emphasis mine):

After nearly two years of investigation — accompanied by two years of unprecedented attacks on the integrity of the investigation by President Trump — the public and Congress are entitled to know what the Special Counsel has found. Reflecting the will of the American people, the House of Representatives voted 420-0 last week for the full release of the Special Counsel’s report to Congress and the American people. Earlier this week, President Trump himself endorsed making the report available to the public.
The Justice Department must now release to the public the entire report submitted by Special Counsel Mueller to the Attorney General. This report is required under the Special Counsel regulations, and we expect the Attorney General to release it without delay given the profound public interest in the full disclosure of information learned by the Special Counsel. Consistent with the Justice Department’s past practice and to ensure Congress can discharge its constitutional responsibilities, we also expect the underlying evidence uncovered during the course of the Special Counsel’s investigation will be turned over to the relevant Committees of Congress upon request.
To be clear, if the Special Counsel has reason to believe that the President has engaged in criminal or other serious misconduct, then the Justice Department has an obligation not to conceal such information. The President must be subject to accountability and if the Justice Department is unable to do so, then the need to provide Congress with the relevant information is paramount. Because the Justice Department maintains that a sitting president cannot be indicted, to then withhold evidence of wrongdoing from Congress because a sitting President cannot be charged is to convert Justice Department policy into the means for a cover-up. Anything less than full transparency would raise serious questions about whether the Department of Justice policy is being used as a pretext for a cover-up of misconduct.
The President is not above the law and the need for public faith in our democratic institutions and the rule of law must be the priority.

Individual members took to their social media accounts to reiterate their position that the Mueller probe must be made public because "transparency is key."
