Tucker steering column question

We have a 94 Tucker, I believe it's a 1000. The steering column is a tilt/telescopic.
How hard is it to tighten up the telescopic part? It gets frustrating having it move around when you're coming down the steeper slopes.
I've looked around for a manual, but no luck.
All searches lead right back here.
I'm sure it only takes two tools, but which ones?
