One good thing that President Bush did was to give a temporary exemption to the CAFE standards so the cities that require special fuel to meet the EPA standards won't be getting that fuel for a little while (I didn't hear if he relaxed them for 30 or 60 days?) That takes a lot of pressure off the refiners as they won't have to blend special fuels for cities like St Louis, Chicago, etc and then keep multiple inventories. They will be able to simply refine the national standard fuel to keep the supplies full without having to shut down to switch production, then start up again, only to shut down, etc etc etc.
