I just saw it for the first time.

It disabled all channels on all TV's, put up a black screen with a voice and scrolling words of the emergency. In this case it was a tornado warning (and one already hit the ground about 20 miles away).

My phone was off but my daughter said it popped up on her phone.

So long as they keep it to pertinent emergency situations, I'm OK with it.

Saw it last year when the tornado hit locally. That was after the usual banner at the bottom of the screen had been running for a few. I guess they only activate it when a tornado is confirmed near you.
