Does any body know what a guy can put on a Bombi summer tracks to stop it from sliding around on ice . the cleats have 1/4 " holes on each end

Typically even winter tracks will have a flat portion bolted or welded onto the track to minimize sliding. I would fabricate up some flat pieces of steel that bolt onto the area with the holes perpendicular to the cleat. Every other cleat or even every third cleat would probably be enough.
