PB 270 Tiller Float

Our PB 270 1981'ish with 2000 Tiller…When the tiller is in float, the ability to move the blade in any direction is greatly reduced. If I remove the tiller from float, the blade movement immediately comes back to normal. It would seem to me that there isn’t any hydraulic pressure on the tiller when in float and it should allow the blade to move normally, but it’s not. Any thoughts? Thank You.

I USED TO KNOW.....I will look into that with the books I have.
BTW I have a new starter, tiller drive motor, and other 270 new parts.
