tucker sno cat front problems

I am helping a guy out with a 1980 tucker sno-cat 1642-me.
the problem is there is a pin with threads on it right in the front and in the middle of the suspension, it looks like it hooks up to the front blade. the top of the threaded pin is going into the body near the horns and is hooking itself. I do not know what is causing it. We do not have a manual for this so its really hard to find out

the pin is part of the turntable, and the other end pin goes through it which looks to be part of the blade assembly.
