Nope. Can you provide a link to more recent info about this? I can't find anything.
The original DLL in question: ADVAPI.DLL that was mentioned in the OP, isn't in Win 7. But advapi32.dll as you point out is. The ADVAPI32.DLL, is harmless.

states that the NSA had access to Windows 7 code and helped Microsoft write it. Although they deny they left anything in it, if you really believe that they are being honest, so be it. I am not that trusting.

U.S. Government is not their only customer. MS has worldwide business, losing trust from other governments and corporations because of built-in backdoors would be quite damaging.
